The risk of litter falling from above and striking people below became a serious issue. Singapore's approach towards encouraging pro-social behaviour often employ a stick-and-carrot approach. Campaigns to encourage desired behavior and curb antisocial ones are backed up by strict penalties and concrete attempts to enforce them, employing a blend of idealism and hard-headed pragmatism. How far should a government go when it comes to engineering desired behaviours? Several people were struck by objects thrown from flats and injured or killed. To curb such behaviour and instill civic responsibility, campaigns and harsh laws were passed in 1984.
